Partha Chatterjee assured admissions only on the basis of the merit list

Partha Chatterjee assured admissions only on the basis of the merit list

Following the reports of the student leaders extorting the money from the candidates in exchange for the seats in the city colleges, the state education department has decided to grant admissions only on the basis of the merit list. The government also issued a circular to the colleges in which asked the colleges to stop the counseling of the students. “We do not want any counseling to take place in colleges. The merit list in colleges will be created as per merit. The colleges will make public the total number of seats per subject and accordingly, the merit lists will be created. The authorities will notify students who feature in the list through SMS or mail. Those students will then deposit the admission fee online to college mentioned bank accounts within a given time. If they do not deposit the money within the given time, another merit list will be created to fill those vacant seats following the same process,” State Education Minister Partha Chatterjee said. “Verification of certificates will be done when the students join classes. If at that point in time, the certificates are not found to be in order, the admission will be deemed as canceled. In this process, physical presence of students will not be required till they take admission,” he added. He said that new admission policy will curb the menace of the student leaders curbing the money from the candidates even when they failed to get the desired marks for the admission in a particular college. “The entire process will be online. We will ensure that all students who want to take admission in colleges go through a transparent process. We do not want anybody to take money from such students to suit their own interests. Strict action will be taken against those who are involved in irregularities,” he added.

UGC vs HECI | Grants will be given based on the merit, says HRD

UGC vs HECI | Grants will be given based on the merit, says HRD

In order to contain the uproar regarding HECI replacing the UGC, HRD Ministry, yesterday, clarified its stance in the scene by releasing a press note. The major point of the uproar is that HECI gives the government the power to disperse the grants money to the universities. In the note, the HRD ministry clarifies that it has not taken any final decision pertaining to the grant-giving powers to the ministry. The letter reads, "The Ministry of HRD has clarified that no such final decision has yet been taken to shift the grant function to the Ministry...," and goes on to add that "the recommendation about separating the Regulator and grant-giving entity has been made by many an expert committee in the past, and is rooted in sound principles of Governance." The letter also affirms that the grant-giving process will be based on the merit and completely "unbiased and impartial". There is an uproar around the formation of HECI or Higher Education Commission of India Act, 2018 as it will replace the UGC Act of 1956. The government recently uploaded a draft on its official website regarding the same. Since the release of the news, there has been a great restlessness among the stakeholder, which will directly be affected by the move. One main issue with the scenario is that government has given barely 10 days to the stakeholders to review and respond to the draft, which many says in an unfair move on the behalf of the government. DUTA had condemned the move in a press statement and said ”the new Act will only increase government’s interference in the academic institutes”.

UGC directed the universities to send annual return on the cases related to sexual harassment

UGC has directed all the universities of the nation to send an annual return (till March 31, 2018) on the cases related to sexual harassment. The last date for the universities to send the report is July 31. The information gathered from the reports will be compiled and send to the government of India. In 2015, UGC also mandated for the colleges and universities to constitute an Internal Complaint Committee (ICC) and a Special Cell, which will especially address the issues related to the gender-based violence. These bodies are also responsible for conducting the gender sensitization program. Apart from sending the report on sexual harassment, in accordance with UGC (Prevention, Prohibition, and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015, universities are also required to send details pertaining to the constitution of ICC. In the report, Universities are required to furnish details such as the number of cases of sexual harassment reported to the committee, number of cases which were disposed of, and number of cases which were left pending for more than 90 days and actions taken by the universities to respond to the cases related to sexual harassment.

UGC vs HECI | Academicians against the Center’s move to replace the UGC

UGC vs HECI | Academicians against the Center’s move to replace the UGC

Academicians are not happy by the center's move to replace the UGC with HECI and said that politicians should not be involved in the academic matters. Last week, HRD ministry released a draft in which it said to replace the UGC Act, 1951 with the Higher Education Commission of India (HECI). The HRD ministry has placed the draft in the public domain and has invited the feedback from the stakeholders. According to the draft, HECI will only focus on the academic matters related to the institutions and monetary grants will be under the control of the HRD ministry. As of now, the move has invited thumbs down from the academicians as they accused the government of interfering with the academic matters. “When the ministry says it will take charge of funding, we do not know if the administrative work related to the funding will be done by them or the [new body]. In either case, it is not advisable for funding to remain with the ministry. It is best for the regulatory body to release funds because funding is based on an academic exercise and they can monitor its use. And I think the autonomous character of an institution like the University Grants Commission should be maintained. The draft law recognizes the importance of autonomy, but it is not a question of the autonomy of colleges and universities, it is also that of the commission,” said Prof. Sukhadeo Thorat, former UGC Chairman. "It is clear that as per the new norms, the authorization is going to be given and maintained not only on the basis of what a university has at that particular point of time, but it would be contingent on achieving a set of goals over a decade. We can expect these goals to be about resource-generation, a burden that will surely be passed on as fees and a cutback in recruitment, and most likely, by introducing all kinds of rubbish, short-term courses. This means compliance with the Center's diktats will be essential from the word go, for both the older and newer universities," said Prof. Ayesha Kidwai, JNU.
